The classroom without a pocket

Phone bans are not a morality play. They are a mixed empirical literature about attention, equity, and what a developing control system is asked to practise.

The scene

A bag of phones at the front of a classroom has a particular silence: not a library, a removed cue. Adolescents who have coupled boredom to a pocket now sit where boredom has nowhere to go except the lesson, the window, or each other. The teacher is holding a boundary the consumer environment has spent a decade dissolving.

This essay takes no campaign position. It reads the evidence as it stands, including the studies that find little.

Presence, not only use

Ward, Duke, Gneezy and Bos (2017) tested a “brain drain” hypothesis: the mere presence of one’s own smartphone can occupy limited-capacity cognitive resources even when the person is not using it. That is a laboratory finding about available capacity, not a school-grade result. It is cited here because it specifies a mechanism a ban might be aiming at — the cue, not only the swipe.

What bans do, and do not, show

Beland and Murphy (2016), using English school data, associated phone bans with a rise in exam scores of about 0.07 standard deviations, concentrated among students with the lowest prior achievement. That paper is widely cited in policy. It is also not the last word.

Campbell and colleagues (2024), reviewing causal and quasi-experimental work, report a split literature: some difference-in-differences studies find gains, especially for lower-achieving or lower-SES students; others, including replications on broader populations, find no academic difference. They conclude that a one-size-fits-all story is not supported.

Böttger and Zierer (2024), in a rapid review and meta-analysis, estimate a small overall effect (d about 0.16), larger in social well-being than in performance, with the academic-performance subgroup small and not significant in their split. They recommend that if bans are introduced they should be accompanied by education and regular evaluation — not treated as a completed argument.

NCES (2025) finds that more than half of surveyed US public-school leaders say phones hurt academic performance, and still more report harm to attention and mental health. That is leadership perception. It is not a student-outcome trial. Perception can be right, wrong, or both; it should not be silently upgraded into causal evidence.

Psychology without a verdict

Executive function — inhibitory control, working memory, flexibility — develops through adolescence and remains context-sensitive. A phone is a portable cue for alternative goals: social evaluation, novelty, unfinished conversation. Removing the cue is not the same as installing deep work. The first weeks may feel like restlessness. That is a plausible withdrawal from a cue, not proof a policy failed — and not proof it succeeded.

A blunt ban can also remove a coping tool from the student who least has another one. Exceptions for care, disability, and safety are not leaks in a campaign. They are part of whether the policy is just.

For living and designing

Schools: if you remove the cue, pair it with something worth attending to. A ban is a boundary, not a pedagogy. Parents: the pocket returns at the gate. Product teams: if a growth model requires a child’s inhibitory system to fail during lessons, you are not adjacent to education.

The classroom without a pocket is a contemporary experiment, not a return to an imagined past. The fair reading of the literature is mixed, modest, and implementation-dependent. Attention can still be treated as a public good for the hours in which a mind is supposed to be formed — without pretending the papers have settled the argument.
